finding of the American naval Board entirely exonerating

the "ALEXANDER" and throwing all responsibility for damage

on the "ON TAI*; and as from the facts in my possession

the evidence before that Board does not seem to be

inherently improbable or its finding in any way inequitable

there would not seem to be any good gromis for approaching

the United States Government again in the matter as it

stands at present.
